Are Indian Villages Actually 100% Electrified?

In 2018, the Narendra Modi Government claimed to have achieved 100% electrification of Indian villages. But by 2014, already over a lakh villages had been electrified. A total of 48,398 villages received electricity between 2009-2014, under Manmohan Singh's rule.
Between 2014-2018, the Modi Government added only 18,264 villages to the list. The Saubhagya Yojana launched by Narendra Modi in 2017, set out to provide electricity to 4 Crore rural households by December 2018. However, the target was later pruned to covering only 2.63 Cr houses.
So far, 2.62 Crore rural households have benefitted from the Saubhagya Scheme. The scheme claims that only 18,734 households in Chattisgarh are yet to get power connection.
In India, by definition an entire village is considered electrified if its school, health centre, government offices and 10% of its households are connected to the grid.
