CAG statements: Carelessness or presumptive malice, asks Kapil Sibal
"Whether or not there is a cartel in any economic activity is something that has to be decided by way of evidence, and there is CCI that is charged with the jurisdiction of doing so. But the CAG has not used the word 'cartel'. This has to be decided by the appropriate authority. These cannot be decided without evidence, and this has to be decided only by the authority that has the jurisdiction on it.
"The telecom ministry cannot take a position on this issue. I don't expect the CAG to take a position on this. But if the CAG were to do so, he cannot as he is ultimately an accountant.
