"The scheme did not exist back then. Only since the last 2 years, people here are making MCP cards. I didn't even have a passbook at that time", says Narangi Dei, a mother of 3, who hasn't accessed the benefits of Mamata Scheme for any of her pregnancies. Its a conditional cash transfer program for pregnant and lactating mothers launched by the Odisha government in 2011.

But many like Narangi Dei, living in far-flung regions in rural Odisha, are deprived of the benefits due to multiple reasons ranging from no bank account to simply not receiving the cash at all even after fulfilling all conditions required for the cash transfer.
